The Case of the Administrative Protocol Center in Germia Soon in Court

07 August 2013

07/08/2013 - During the month of September this year, a court session is expected to be held for the case of the Administrative Protocol Center (QAP) in Germia Park. The construction of this building had started in 2005, but after objections from civil society and citizens, as well as due to other abuses that had accompanied the project, the works had been stopped.

Also, during 2005, the Germia 2005 Coalition, consisting of several environmental non-governmental organizations, had filed a lawsuit against the Assembly of Kosovo as the investor and the Municipality of Pristina, which had issued the construction permit in the protected area of Germia.

The Germia 2005 Coalition had taken the case to court, claiming that the Assembly of Kosovo and the Municipality of Pristina, through the Administrative Protocol Center project, besides damaging the landscape, also violated environmental laws. Their request was to restore the location to its pre-construction state as much as possible and to conduct an independent assessment of the project. Meanwhile, the Assembly of Kosovo continues to insist on the completion of the project. In the Medium-Term Expenditure Framework for 2014, this institution allocated 80,000 euros, while for 2015 it set an amount of 100,000 euros.

Otherwise, due to its rare natural beauties, source and natural aesthetic values with cultural-educational, scientific and tourist-recreational importance, Gërmia Park was declared a protected natural area in 1987 by the Communal Assembly of Pristina, within the category of Regional Nature Park, with an area of 1,126 ha. Currently, the Municipality of Pristina manages Gërmia Park through the Horticulture enterprise, while professional supervision is carried out by the Kosovo Institute for Nature Protection, which operates within the Kosovo Environmental Protection Agency. An important part of the protected area includes the zone for recreation and rest.
